Call for Proposals WHO Manual on Participatory Monitoring and Evaluation of  Community Based Rehabilitation

WHO is pleased to announce a call for proposals to support the development of a manual on participatory monitoring and evaluation of community-based rehabilitation (CBR) in line with the Guidelines on CBR and the Convention on the rights of persons with disabilities (CRPD).

Two distinct, but linked, deliverables are envisioned for this work:

  • A Manual on Participatory Monitoring and Evaluation of Community Based Rehabilitation
  • Core and expanded CBR indicators, with accompanying guidance on measurement that will be used in conjunction with the Manual.

Interested applicants are invited to submit proposals on one or both Deliverables. The resultant products must be based on the best available evidence. It is recognized that CBR is a complex and long-term process, with relatively little outcome data available. It is therefore anticipated that a variety of approaches such as use of existing literature reviews on CBR; general and systematic reviews on monitoring and evaluating community development programmes; evidence-based guidelines on CBR and community development; primary stakeholder and expert opinion processes; and case studies will be needed.  A consultative approach is expected.  The exact nature of the final products will be dependent on available funding. It is expected that work will be completed by June 2015.

The following types of organizations and individuals are encouraged to apply: research and development organizations, including independent groups and those based within universities, think-tank organizations, NGOs and civil society organizations, consultants with experience in development of manuals and/or indicators.

Expertise and experience with CBR and/or participatory evaluation is preferred. Disabled Peoples Organizations and individuals from organizations in low and middle-income countries (LMIC) that are engaged in participatory community-based monitoring and evaluation are strongly encouraged to apply. Collaborations between LMIC organizations and individuals and organizations in high-income countries are also encouraged.

The deadline for submission of proposals is 20 July 2014. Proposals received after the deadline will not be considered. Full proposals must be submitted via email to Rachel Mackenzie at mackenzier@who.int. All proposals must be written in English and address all relevant components as outlined in the proposal guideline. Successful applicants will be notified in August 2014.
